Institutul pentru Politici și Reforme Europene (IPRE) a elaborat o notă analitică, ce urmărește să analizeze problema identității digitale în rândul tinerilor din Republica Moldova, prin examinarea, ca studiu de caz, a rezultatelor implementării programului „Voucherul Cultural”. Programul, destinat tinerilor cu vârsta de 18 ani, presupune deținerea obligatorie de către beneficiari a semnăturii electronice. Din aceste resurse, pe parcursul anului trecut au fost valorificați circa 3,01 milioane de lei, iar în primul trimestru al anului curent suma valorificată a fost de circa 1,08 milioane lei. Din acest motiv, este imposibil să determinăm cota exactă a tinerilor din numărul total de deținători ai semnăturii electronice. Promovarea, de comun acord, a programului „Voucherul cultural” și a identității digitale în instituțiile de învățământ și campaniile online.

During 2024 – 2027, UNDP and UNICEF will jointly implement the Project “Advancing Quality Education and Lifelong Learning Opportunities for All”, funded by the European Union. Duties and ResponsibilitiesThe Project Learning Environment Analyst will be part of the Project Management Team (PMT) and will, under the overall supervision of the Project Manager, be responsible for managing the successful implementation of the project activities. The incumbent will ensure the provision of development services and products (commensurate with the scope of the project) of the highest quality and standards to national counterparts. Identify, synthesize and document best practices and lessons learned that are generated from the project and implementing partners. Institutional ArrangementUnder the overall guidance and supervision of the Project Manager, the Project Learning Environment Analyst contributes to the effective and efficient implementation of the activities related to improving learning environment, through a range of actions contributing to the design, planning, management and monitoring of project activities.

Semnătura digitală reprezintă identitatea persoanei în mediul on-line și este recunoscută prin lege ca având aceeași valoare și putere juridică ca și semnătura de mână (olografă). Tipuri de semnătură digitală existente în Republica MoldovaÎn Republica Moldova sunt disponibile trei tipuri de semnătură digitală. Semnătura digitală vă permite să semnați electronic acte, declaraţii ori să întocmiți cereri de la distanţă. Câte persoane dețin semnătură digitală în Republica MoldovaÎn total, în R. Moldova, la 1 ianuarie 2024 existau 266 155 de certificate de semnătură digitală eliberate. Datele pentru anul 2023 arată că 55,3% din totalul utilizatorilor de servicii publice au accesat servicii publice electronice.

Institutul pentru Politici și Reforme Europene (IPRE), în cooperare cu GIZ Moldova și Agenția de Guvernare Electronică, a organizat miercuri, 28 februarie 2024, discuția publică „Identitatea digitală și utilizarea semnăturii electronice în Republica Moldova: realități și perspective”. În continuare, vă propunem câteva dintre principalele intervenții ale vorbitorilor:Victor Guzun, expert politici digitalizare, IPRE: „În Republica Moldova avem trei tipuri de semnătură digitală. Al treilea tip de semnătură digitală este buletinul de identitate. Vedem că aceste valuri de creștere sunt preponderent legate nu de o creștere naturală, dar ca instrument de impunere. Avem și noutăți bune, compania noastră dezvoltă acum un servicii propriu de semnare digitală a oricărui document, care este OrangeSign.
